Union Apartments codes at a glance
The main Union Apartments combination is 1C → 3A → 2A → 3C. Enter it on the supervisor's locked side door in Apartment 1A to collect the Floor 4 Button, which lets you reach the fourth floor by elevator. If the lock in front of you only accepts digits, you need one of the building's two other codes.

All three combinations are fixed across saves. The supervisor's door provides the item needed for fourth-floor access, while the basement storage gate holds optional supplies. You can also reach the basement through the Utility Room, so opening the stairwell keypad is unnecessary when that route is available.
Get inside and unlock the third floor
The lobby's inner door uses an intercom interaction rather than one of the combinations above. Your first task is to reach the equipment in the Utility Room outside the building.
- Collect the Utility Room Key from the wall box on the left side of the entrance.
- Take the Union Apartment Building Map from the wall on the right.
- Leave the lobby, head right, and go down the exterior stairs.
- Unlock the Utility Room, move left to the intercom equipment, and switch it off.
- Return to the lobby and call Alice Baker in Apartment 4B. Finish the conversation to open the inner door on your right.
You can now explore the lower apartments. To follow the clues through the third floor, you need the Union Level 3 Key. It comes from the washing machine in the basement Laundry Room, which requires four Laundry Tokens.

Watch for the enemy that spits poison near the second-floor gate. There is also an enemy near the basement washing machine, so deal with the immediate threat before interacting with it.
Insert all four tokens into the washing machine, then open it and take the Union Level 3 Key. Return to the stairwell and use the key on the door leading into the third-floor hallway. This opens the route to the remaining tenant clues and the balcony path into Apartment 2A.
Solve the supervisor's apartment sequence
The notice board inside the Supervisor's Office contains four newspaper clippings. Each describes a former resident, and the lock's answer comes from matching those people to their apartments in the order presented.
The correct order is artist, cat owner, writer, then stalking victim. Documents found around the building establish which apartment belongs to each person.

That produces 1C → 3A → 2A → 3C. Return to the first-floor office and enter those four apartment identifiers on the side-door lock.
The important distinction is between the order of the newspaper clues and the order in which you explore the building. You may visit the writer's apartment after other rooms, but 2A still belongs in the third position.
Apartment 1C is especially useful during this investigation. Its pamphlet and artwork identify the artist, while its bedroom contains the painted-over clue for the separate basement storage puzzle. Those discoveries solve different locks.
Behind the supervisor's side door, collect both the Floor 4 Button and the 1911 Service Pistol from the desk. The button is the progression item: carrying the pistol alone will not restore the missing elevator destination.
Reveal the basement storage code
The basement storage combination is 1525. Its clue is hidden beneath paint on the bedroom wall in Apartment 1C. To uncover it yourself, you need alcohol from 2B and dried solvent from 2A.
The alcohol is straightforward to obtain, but reaching the solvent requires a trip through the third floor. Apartment 2A is initially inaccessible from the second-floor hallway, so approach it from the balcony above.
- Prepare the alcohol in 2B. Pick up an empty bottle from the kitchen floor and use it at the Alcohol Still to obtain a Bottle of Alcohol.
- Enter Apartment 3C. After unlocking the third floor, go into 3C and break the bathroom mirror with your crowbar.
- Cross through Apartment 3B. Crawl through the opening, leave 3B through its hallway exit, and unlock the hallway gate.
- Reach Apartment 2A from above. Pass through Apartment 3A, step onto its broken balcony, and drop onto the second-floor balcony below.
- Collect the solvent. Enter 2A and take the Dried Up Paint Solvent from the kitchen floor.
- Combine the ingredients. Mix the Dried Up Paint Solvent with the Bottle of Alcohol in your inventory to make usable Paint Solvent.
Return to 1C's bedroom and apply the Paint Solvent to the painted wall. The uncovered writing gives you 1525.
Take that number to the first storage gate in the basement Storage Rooms. Inside, collect the gasoline and bottle from the table; these supplies let you make a Molotov Cocktail.
Keep the two storage units straight while exploring. The second unit contains a Laundry Token, while the first gate is the one opened with the painted-wall code. The token hunt and solvent puzzle share a location but serve different purposes.
Reach the fourth floor and Apartment 4B
Once you have the Floor 4 Button, return to the hallway elevator and install it in the control panel. You can then ride to the fourth floor. The supervisor's combination gets you the button, but it does not unlock Apartment 4B itself.

On the fourth floor, enter the room marked with a phone sign to find the stairs leading to the roof. Once outside, head left toward the large sign letters. Check the diary page near those letters and collect the Apartment 4B Key there.
Return downstairs and use that key at 4B. Calling Alice Baker earlier only opened the lobby's inner door; it did not give you access to her apartment.
If you are retracing your steps, check which access item you are missing before searching more rooms. A locked third-floor stairwell door points back to the washing machine, while an unavailable fourth-floor elevator stop points back to the supervisor's private room.
